MINUTES OF THE CHOPPINGTON PARISH COUNCIL MEETING HELD ON WEDNESDAY 10 JULY 2019 IN STAKEFORD AND BOMARSUND SPORTS AND SOCIAL WELFARE CENTRE

C014/19. 1. APOLOGIES FOR ABSENCE

Apologies for absence were received from Cllr A Iley (prior engagement), Cllr J Foster (family commitment) and Cllr K Grimes (prior engagement). The meeting accepted these as proper reasons for absence.

 

C015/19. 2. DECLARATIONS OF DISCLOSABLE PECUNIARY AND OTHER REGISTERABLE INTEREST(s)

None received.

 

C016/19. 3. PUBLIC QUESTIONS.

None received.

 

C017/19. 4. PLANNING MATTERS FOR CONSIDERATION.

The Parish Clerk, in the absence of the Chair and Vice-Chair of Planning, reported that he was not aware of any applications requiring the attention of members.

 

C018/19. 5. TO NOTE THE CONTENTS OF THE PARISH COUNCIL ANNUAL MEETING.

The meeting noted the minutes and asked they be placed in the public domain.

 

C019/19. 6. TO RECEIVE AND ADOPT THE MINUTES OF THE PARISH COUNCIL MEETINGS HELD 10 APRIL AND 12 JUNE 2019.

The meeting agreed the minutes represented a true record of the meetings and agreed they should be placed in the public domain.

 

C020/19. 7. MATTERS ARISING.

There were no matters arising.

 

C021/19. 8. TO RECEIVE AND NOTE THE MINUTES OF THE ALLOTMENT COMMITTEE HELD ON 12 JUNE 2019.

The minutes were received by the meeting and it was agreed they could be placed in the public domain.

 

C022/19. 9. TO RECEIVE AND NOTE THE MINUTES OF THE COMMUNITY  DEVELOPMENT AND ENVIRONMENT COMMITTEE HELD ON JULY 2019.

The minutes were received by the meeting and it was agreed they could be placed in the public domain.

 

C023/19. 10. PARISH CLERK’S REPORT.

  1. Finance Report.   Members received a report from the RFO on expenditure made and income received since the last financial report. This information will be placed on the Parish Council website.
  2. Financial Performance to the end of the financial quarter.  The RFO presented a summary report and it was agreed that there were no matters requiring referral to the Finance Committee.
  3. Report on items progressed under delegated powers.  Members will give consideration to any significant items progressed using delegated powers.
  4. Ringway Primary School.  Members were advised that following complaints received from members of the public the Parish Clerk had met with residents and made representations to both Northumberland County Council and Ringway Primary School.

C024/19. 1. CONSIDERATION OF MATTERS REFERRED FROM AGENDA PART 1.

No matters referred.

 

C025/19. 2. LOCAL SERVICES CONTRACT MANAGEMENT.

 The Parish Clerk advised members on the circumstances requiring and the methodology to be adopted for a review of local services partnership and associated contracts.

 

C026/19. 3. STAFF HEALTH AND SAFETY.

The Parish Clerk detailed actions required for the protection of staff working out of hours.

RESOLVED:

  1. Members agreed the suggested measures asking that quotations be obtained for consideration.

 

C027/19. 4. WEST SLEEKBURN VILLAGE HALL – CONTRACTUAL ARRANGEMENTS.

RESOLVED:

  1. Members agreed the appointment of Alderson Dodds to support the preparation of tenancy and other contracts.

 

C028/19. 5. GRANTS.

There were no grant applications requiring consideration.
