MINUTES OF A MEETING OF CHOPPINGTON PARISH COUNCIL COMMUNITY DELOPMENT AND ENVIRONMENT COMMITTEE HELD ON 14 NOVEMBER 2018

CD&E 017/18 1. APOLOGIES FOR ABSENCE.

 

Apologies were received from Cllr J Foster (illness). The meeting accepted that this was a valid reason for absence.

CD&E 018/18 2. MEMBERS’ DECLARATION OF DISCLOSABLE

PECUNIARY AND OTHER REGISTERABLE INTEREST(S).

 

No declarations were made.

CD&E 019/18 3. PUBLIC QUESTIONS.

 

None received.

CD&E 020/18 4. TO RECEIVE AND AGREE AS A TRUE RECORD THE

MINUTES OF THE MEETING HELD ON 26 SEPTEMBER 2018.

 

The minutes were received and accepted as being a true record of the business transacted, with the Chairman being authorised to sign as such.

MATTERS ARISING.

Cllr PS Vaughan referred to minute CD&E 013/18 1. complimenting the work of the officers in ensuring the

future of 2 youth clubs based at the Holy Family Church threatened by the withdrawal of funding by Bedlington Academy.

  1. PUBLIC SEATING

 

The Parish Clerk reported on locations identified within the Riverside Park where single benches and clusters of benches could be located as part of the ‘Talking Point’ programme. Members were asked to suggest any additional locations that would benefit from public seating.

The site visit conducted by the Chairman had revealed differences in the quality of maintenance of seats in the Riverside Park and members were asked to approve the inclusion of seats in the Riverside Park in the Parish Council’s asset register.

Responding to a member’s question the Responsible Finance Officer confirmed that maintenance work on these seats would be undertaken by the partnership team and additional costs would be for materials only.

RESOLVED: Members approved the inclusion of public seating in the Riverside Park in the Parish Council asset register.

 

7. VILLAGE HALLS GOVERNANCE AND FUNDING.

 

  • In preparation for the budget for 2019/20 members considered the development of a managing framework to govern services delivered through partnerships at the following locations:
  1. Scotland Gate Village Hall (within the purview of CPC).
  2. Stakeford and Bomarsund Sports and Social Welfare Centre (Registered Charity managed through appointed trustees).
  3. Stakeford Primary School (managed through Governing Body).
  4. West Sleekburn Village Hall (building owned by CPC).
  • In all cases financial management and administrative support will be provided by Choppington Parish Council. Members considered there needed to be consistency of approach to ensure protection of community interests and maintenance of financial probity.
  • It was suggested that the current arrangements governing the partnership with Stakeford Primary School where a memorandum of understanding defines the various roles and responsibilities of the 2 partners; provides a model for any partnership where services are delivered through a location owned by the partner organisation. Members thought the degree of financial contributions should relate to the services delivered (delivery costs and volume) and location operational
  • In relation to services delivered by partners through premises leased from Choppington Parish Council, members were advised that similar arrangements as those described in 7.3 could apply with the memorandum of understanding being replaced by tenancy and community service agreements.

RESOLVED:

 

  1. Members agreed in principle to the framework suggested in 7.3 and 7.4.
  2. The Parish Clerk/Responsible Finance Officer was asked to prepare estimates for each location for consideration as part of the budget process.
  3. The Parish Clerk/Responsible Finance Officer was authorised to prepare all relevant documents for consideration by members at a future meeting.

 

CD&E 024/18 8. CENTENARY GARDENS.

 

The Parish Clerk reported the Centenary Garden located at South Parade had been completed and the plaque

installed at West Sleekburn, where community trust foundation members are being asked to consider appropriate planting for the garden.

Members considered Standing Order 46a, concluding that because of the special and confidential of the business to be transacted, consideration of grant requests required the exclusion of press and public.

 

CD&E 025/18 1. Consideration of requests fo grants:

 

Consideration was given to a request from the Army Cadets for the purchase of a standard and associated equipment.

RESOLVED:

 

  1. Members asked that a meeting be arranged with the Army Cadets to discuss their future plans.
  2. Delegated authority for the award of a grant was given to the Parish Clerk in consultation with members attending the meeting with the
