MINUTES OF THE ALLOTMENT COMMITTEE OF CHOPPINGTON PARISH COUNCIL WEDNESDAY 24 JUNE 2021 IN THE PARISH COUNCIL OFFICES

A001/21         1.APOLOGIES FOR ABSENCE.

 

Apologies were received from Cllr A Hart (work commitment). Cllr A Iley (family commitment), K Grimes (family commitment), Cllr H Allsopp (family commitment). Cllr L Watson submitted apologies for late attendance. The meeting accepted these as proper reasons for absence.

 

A002/21         2.        MEMBERS’ DECLARATION OF DISCLOSABLE PECUNIARY AND OTHER REGISTERABLE INTEREST(S).

 

Cllr P Vaughan advised he was an allotment holder at Guide Post Club.

 

A003/21         3.        PUBLIC QUESTIONS.

 

None received.

 

A004/21         4.        APPOINTMENT OF CHAIR FOR 2021/22.

                                   

Cllr J Foster being the sole nominee was appointed to serve as Chair for the council year 2021/22.

 

A005/21         5.        APPOINTMENT OF VICE CHAIR FOR 2021/22.

 

Cllr K Grimes being the sole nominee was appointed to serve as Vice Chair for the council year 2021/22.

 

A006/21         6.        MINUTES OF THE PREVIOUS MEETING.

 

The Parish Clerk confirmed that minutes had been presented directly to the Parish Council.

 

A007/21         7.        MATTERS ARISING.

 

None.

 

A008/21             8.    TENANT OPEN FORUM.

 

There was a lengthy discussion on the rule concerning locking/closing gates. The Parish Clerk advised that the Parish Council was aware of the continuing argument between a few tenants, which had at times led to dispute and inappropriate behaviour. The Parish Council has received comments about this and other inappropriate behaviour, and it is apparent that it is impacting adversely on the enjoyment of many allotment holders.

 

The Parish Clerk confirmed offending tenants will be warned about their conduct and behaviour. The Parish Council confirmed the rule that gates are to be locked each time a tenant enters or exits the allotment site. Gates must be locked unless an allotment holder is attendance at the gate.

 

Attention was drawn to nails mixed with soil and placed in potholes within the allotment site. Two incidents have been reported in recent weeks and are the subject of investigation.

 

RESOLVED:

 

  • The rule concerning gate security was confirmed.
  • The Parish Clerk was authorised to take all required actions to enforce rules.
  • The Parish Clerk was asked to prepare a rules revision for consideration by members.
  • Members requested a note of the meeting to be distributed to all allotment holders.The meeting closed at the conclusion of this item, there being no further business to be transacted.
