MINUTES OF THE ANNUAL MEETING OF CHOPPINGTON PARISH COUNCIL HELD ON WEDNESDAY 11 MAY 2022 AT STAKEFORD AND BOMARSUND SPORTS AND SOCIAL WELFARE CENTRE

C001/22         1.         ELECTION OF A CHAIRMAN FOR THE ENSUING YEAR.

 

The Parish Clerk reported that 3 nominations had been received for Councillor P S Vaughan for the position of Chairman. As the sole nominee Cllr P Vaughan was duly elected to serve as Chairman for council year 2022/23.

 

C002/22         2.         TO RECEIVE THE CHAIRMAN’S DECLARATION OF

ACCEPTANCE OF OFFICE.

 

Cllr P S Vaughan duly signed the declaration.

 

C003/22         3.         THOSE ATTENDING AND APOLOGIES FOR ABSENCE.

 

All members in attendance.

 

C004/22         4.         DECLARATIONS OF DISCLOSABLE PECUNIARY AND OTHER

REGISTERABLE PERSONAL INTEREST(S).

 

No declarations were made.

 

C005/22         5.         THE ELECTION OF A VICE-CHAIRMAN FOR THE ENSUING

YEAR.

 

The Parish Clerk reported that 2 nominations had been received for Councillor J Rowell for the position of Vice Chairman. As the sole nominee Cllr J Rowell was duly elected to serve as Vice-Chairman for Council year 2022/23

 

C006/22         6.         TO APPOINT REPRESENTATIVES TO OUTSIDE BODIES.

 

RESOLVED: Members agreed the following appointments:

 

  1. Executive of Northumberland Association of Local Councils and NCC’s Town and Parish Liaison Group – Cllr P S Vaughan.
  2. National Association of Councillors Management Group – Deputy Parish Clerk, Mr D L Nicholson.
  3. Choppington Disability Group – Cllr G Huntley and Cllr H Allsopp.
  4. Stakeford and Bomarsund Welfare – Cllr H Allsopp, Cllr G Huntley, Cllr A Iley and Cllr P S Vaughan (through Principal Authority).
  5. West Sleekburn Community Trust – Cllr H Allsopp, Cllr K Grimes, and Cllr L Watson

 

Any other vacancies will be appointed during the year at a future Parish Council meeting

To avoid a possible conflict of interest with her County Council duties, Cllr J Foster will not serve as a member of the planning committee.

Cllr A Hart informed the meeting that he did not wish to be considered for any committee appointments as due to current work commitments he would find it difficult to attend as a regular member but would endeavour to attend as an observer on any occasion he was able.

 

 

C008/22         8.         Cycle of Meetings.

 

Members received and adopted a draft schedule of meetings dated 11 May prepared by the Parish Clerk.

 

C009/22         9.         Payroll services.

 

Members confirmed Northumberland County Council as the payroll provider for 2022/23

 

C011/22         11.       Code of Conduct.

 

The Parish Clerk presented a revised Code of Conduct, to include the protocol to guide the work of Councillors which was agreed during the previous year.

 

RESOLVED: Members adopted the revised Code of Conduct.

 

 

 

Agenda, Part 2.

 

Members in consideration of Standing Order 3 and the special and confidential nature of the business to be transacted, resolved the press and public be excluded and asked to withdraw.

 

There was no further business to be considered under Agenda Part 2
