Apologies for absence was received from Cllr J Foster (prior commitment). The meeting accepted this as a proper reason for absence.

C054/19. 4. TO CONSIDER AND APPROVE THE FUTURE MANAGEMENT
STRUCTURE OF THE PARISH COUNCIL AND TO APPOINT A PARISH CLERK AND A DEPUTY PARISH CLERK TO SERVE FROM 1 APRIL 2020.
4.1 The Chairman confirmed that external appraisal of candidates had been undertaken through the National Association of Councillors consultancy services. The process included interviews and technical appraisal of qualification to satisfy the various requirements of the job descriptions. A written report had been received that confirmed that internal candidates demonstrate all required competences.
4.2 The Parish Clerk confirmed that the NALC/SLCC toolkit had been used to assess salaries against job descriptions and that this had been undertaken by two self-checking groups. The Parish Clerk thanked those councillors who had undertaken this task.
In the light of the special and confidential nature of the business to be transacted members resolved that in consideration of Standing Order 46a press and public should be excluded from the meeting

C055/19. 5. CONSIDERATION OF ITEM 4, REFERRED FOR CONSIDERATION IN THE ABSENCE OF PRESS AND PUBLIC.
Members considered the direction given in relation to management organisation and salaries by the budget working group held on 18 December.
RESOLVED:
The meeting confirmed the appointments of:
Mr D L Nicholson as Deputy Parish Clerk with an effective date of 1 April 2020.
Ms A Brindley as Clerk to the Parish Council, and
Members agreed that both appointments would be made under ‘Green Book’ local government conditions of service.
Members agreed to support the recommendations made by the Budget Working Group and to include these in the budget for 2020/21.
Members noted the current Parish Clerk has waived his rights in respect of the payment of a gratuity and protected salary.
