                                    The Clerk advised that no questions had been submitted.

 

 

PLC12/22      4.         TO RECEIVE AND AGREE THE MINUTES OF THE MEETING

           HELD ON 22 JUNE 2022

 

The minutes were received and accepted as a true record.  The Chairman was Authorised to sign as such.

 

 

PLC13/22     5.         PUBLIC QUESTIONS

 

The Clerk confirmed she had not received any questions from the public for this meeting.

 

PLC14/22      6.         TO CONSIDER MATTERS ARISING

 

                                    The Chairman advised that planning application 22/01798/FUL had been withdrawn by the applicant.

 

 

PLC15/22          8.     TO CONSIDER AND MAKE COMMENT ON SIGNIFICANT

 PLANNING APPLICATIONS.

 

Parish Councils do not have the power to grant or refuse planning permission but may submit comments to the planning authority (Northumberland County Council)

In consideration of planning application 21/03841/FUL members considered the following:

  • It is a complex planning application

2  The planning officer at NCC is recommending refusal on 2 grounds

  1. The proposed development in the open countryside is not sensitive to its surroundings and fails to comply with STP1 of the Local Plan
  2. The proposed development would lead to an urbanising effect with increased activity would adversely impact the openness of the Green Belt site. This is contrary to Green Belt policies of the NPPF and STP 7 and STP8 of Local Plan.
  • The business is a valued asset for the area and provides employment.

3   The applicant has addressed Highways issues making changes to the entrance to the grounds, and has provided an environmental report on noise that has been accepted as evidence that it would not impact on the closest neighbouring property.

 

4   The proposed extension lies within the curtilage of existing building on the Paddock Hall site, therefore does not extend into the Green Belt

 

5    The premises has been granted licences including alcohol to operate as a café, which is outside of the application

6    If granted conditions may be required to minimise impact of the business on the Green Belt

 

RESOLVED: That the Parish Clerk submit a response in respect of planning application 21/03841/FUL acknowledging planning considerations but recognising the community benefit of the application
